7S Framework Workshop

A diagnostic workshop using the 7S framework — Strategy, Structure, Systems, Shared Values, Skills, Staff, and Style — to assess organizational alignment and identify change priorities.

Purpose

The 7S Framework, developed by Tom Peters and Robert Waterman at McKinsey & Company, examines seven interdependent elements that must align for an organization to perform well. The three "hard" elements (Strategy, Structure, Systems) are visible and tangible; the four "soft" elements (Shared Values, Skills, Staff, Style) are cultural and behavioral. Change in any one S ripples through all others. The workshop uses this lens to diagnose misalignment and prioritize interventions.

How to run

  1. Introduce the 7S model (5 min). Draw or display the 7S diagram with Shared Values at the center. Explain each S and the hard/soft distinction.
  2. Small-group assessment (25 min). Divide into groups. Each group assesses the current state of each S using guiding questions:
  • Strategy: Is our strategy clear and differentiating?
  • Structure: Does our structure enable the strategy?
  • Systems: Do our processes and IT systems support the work?
  • Shared Values: What are our core values in practice (not on the wall)?
  • Skills: Do we have the capabilities we need?
  • Staff: Do we have the right people in the right roles?
  • Style: How does leadership actually behave?
  1. Alignment analysis (15 min). Each group identifies: Where are the biggest misalignments between S elements? Which S is most out of line with the others? Where would realigning one S unlock others?
  2. Prioritize and plan (15 min). Whole group converges on the top 2–3 misalignments and identifies first actions.

Materials needed

  • 7S diagram on large paper or screen
  • Guiding questions per S (printed handout)
  • Sticky notes and markers
  • Alignment matrix template
  • Timer

Pitfalls & common mistakes

  • Focusing only on hard S's. Strategy and Structure get all the attention. Skills, Staff, and Style often matter more.
  • Treating Shared Values as a poster. The question is not what values are stated but what values drive daily behavior.
  • Ignoring interdependencies. The 7S framework is a system. Changing one S without considering the others causes new misalignments.
  • Using it as a checklist. The power is in the alignment analysis, not in scoring each S in isolation.

Inclusion & accessibility

  • Include voices from all levels — staff and style look very different from the top vs. the bottom.
  • The soft S's open space for cultural and behavioral observations that frontline workers see most clearly.
  • Use the visual diagram to make the full system accessible.
  • Provide guiding questions in advance for those who need preparation.

Variations

  • 7S for change planning: Assess current state, then map the desired state across all 7 S's.
  • 7S competitor comparison: Map your organization and a competitor to see relative positioning.
  • 7S pulse check: Use quarterly as a quick alignment diagnostic.

When NOT to use this

  • When the organization is very small and the elements are obvious.
  • When a more detailed model is needed (Burke-Litwin, Galbraith Star Model).
  • When leadership is not open to honest assessment of the soft S's.
